Towards an enabling environment for Knowledge in National Documentation Centre

Instilling an organizational culture that encourages Knowledge sharing is one of the key Knowledge Management issues within an organization. It leads to distinguishing leadership from management. In order to work towards developing a Knowledge Management strategy, a focus should be made on the definition of a clear mission statement of the organization .The National Documentation Centre is the policy arm of the national information and documentation policy. It is also the most important component of the National Information and Communication Infrastructure as opposed to the national authorities responsible for creating the enabling environment in terms of telecommunications regulation (ANRT) and in terms of developing and promoting the NTIC infrastructure.

In other words, the National Documentation Centre is responsible of developing the INFOSTRUCTURE while other actors are in charge of the INFRASTRUCTURE. Thus, it is, by law, the legal depository of documentation emanating from State departments, civil society and IGOs based in the country and the responsible in charge of its processing and dissemination. The dissemination process has evolved from paper based document delivery to a dual dissemination including both printed and electronic formats.
